Main Purpose of Job

The mission of the Prevention and Health Promotion Administration (PHPA) is to protect, promote, and improve the health and well-being of all Marylanders and their families through provision of public health leadership and through community-based public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations. Within PHPA, the Infectious Disease Prevention and Health Services Bureau works to improve the health of Marylanders by reducing the transmission of infectious diseases and helping impacted persons live longer, healthier lives. The Bureau works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring and treatment of infectious diseases.

The main purpose of this position is to coordinate a continuous quality improvement system for the Infectious Disease Prevention and Health Services Bureau (IDPHSB) with a specific focus on HIV core medical and support service programs. Specifically, this position will maximize the utilization of the state CAREWare database including all technical and training support for the system. The Health Services Database Manager will lead staff and community colleagues in the use of CAREWare to develop, implement, and maintain a continuous quality improvement plan for projects/programs. This will include conducting onsite quality assessments for sub-recipients, providing capacity building, and data analysis with the purpose of improving the quality of HIV prevention and health services, and administrative processes.

The purpose of this position is aligned with the Infectious Disease Prevention and Health Services Bureau's commitment to: implement a client-level database; use quality data to assess and monitor programs of care for persons living with HIV/AIDS in Maryland;  and, provide technical assistance as needed to improve the quality of Ryan White funded and other programs.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems.

Experience: Three years of experience designing, developing, implementing, maintaining and controlling database management systems for computers.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have training in data system development and maintenance and experience with HIV prevention and health service data systems with particular emphasis on CAREWare, and be able to serve as primary data system administrator for all current and future data systems, and perform data matches between diverse data systems in order to support continuous quality improvement activities across all programs.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.
