Main Purpose of Job

To maintain electronic time sheets, prepare and review payroll reports, maintain leave system, monitor sick leave documentation and provide clerical support to the Agency's Office of Human Resources Manager.

POSITION DUTIES

Maintains and updates employee's leave and time records in accordance to Maryland State Personnel Regulations.

Assists staff with their timesheets and medical documentation for accuracy, returning incorrect documentation to employees and monitoring prompt return of corrected documentation.

Corresponds with employees by verbal or written regarding rules, regulations, policies and procedures as it relates to leave use and personnel related issues. (advises employees of leave without pay guidelines, requests for leave without pay).

Generates No Time Entered and Unpaid Time and Time Off reports bi-weekly to ensure payment accuracy to employees.

Generates payroll reports bi weekly to ensure payment accuracy to employee with pay exceptions.

Reconciles differences in employee salaries based upon time sheets submitted and make appropriate adjustments.

Makes adjustments to time sheets and assists staff with State Payroll miscalculations.

Completes employment verifications keeping in line with regulations regarding confidentiality. 

Provides responses to outside agencies, organizations and companies to confirm employee status. Ensuring a signed consent form is with the request before releasing information.

Generates bi-weekly report to provide to the Human Resources Manager updates regarding employees that have not submitted their time sheets electronically.

Prepares workman's comp leave documents as required by DHS Risk Management.

MINIMUM QUALIFICATIONS

It is imperative to list all computer and software experience on your application pertaining to your job duties.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

SELECTIVE QUALIFICATIONS

One year of payroll experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess the following:

1. One year of experience using Workday.

2. One year of experience in data entry.

3. One year of experience reconciling payroll.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
