Main Purpose of Job

Fiscal Services Officer I is the supervisory level of work performing all fiscal services for one or more State facilities, local departments of social services or local health departments in accordance with fiscal policies and procedures prescribed and disseminated by a chief of fiscal services and fiscal staff at the headquarters of a secretariat level department or independent agency.

POSITION DUTIES

The Fiscal Services Officer I position at the MD Department of Juvenile Services will perform all fiscal services for one or more DJS State facilities in accordance with fiscal policies and procedures. The Fiscal Services Officer I position will review and approve expenditures transmittals as to the appropriateness of budgetary coding, availability of appropriation and any discrepancies in procurement.   The Fiscal Services Officer I will review and reconcile payroll reports, analyze monthly expenditures, reconcile subsidiary accounts to State Financial System general ledger accounts, reconcile working fund accounts, review and approve CPC logs and support documents, participate in annual budget process.  The Fiscal Services Officer I position will supervise Fiscal Accounts Technician I/II.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Two years of accounts payable experience.

2.  Three years of supervisory experience.

3.  Two years of Microsoft Excel.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
