This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

This position is an advanced accounting position responsible for the accounting and contract management activity for all capital projects funded under the Water Quality Financing Administration (WQFA) Grant and Loan Programs that include Clean Water State Revolving Loan Fund (CWSRF), Drinking Water State Revolving Loan Fund (DWSRF), Bay Restoration Fund (BRF), Nonpoint Source Fund (NPS), Several State (GO) Grant Programs and Federal special grants. This position is responsible for managing the funds during the implementation of those projects, and ensuring programmatic and fiscal accountability as well as expeditious project completion and expenditure of the funds as required by State and Federal programs.

The incumbent in this position will be required to handle as many as 50 active projects that range in levels of complexity. A single construction project will require determining allowable costs, eligibility factors, and cost-share factors. It is the responsibility of this position to assist in the formulation of project budgets and accounting records that must be established to reflect all of the funding requirements in order to determine the application of funds to line item costs, authorize disbursement of funds, and manage funding through account records using Excel spreadsheets and FMIS. Additionally, this position is accountable for ensuring that MDE and the local municipality comply with the Federal Laws, the Environment Articles, COMAR, MDE Standard Operating Procedures and Internal Control requirements.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience in capital project accounting or auditing;
  • Experience in financial accounting using GASP or GAAP;
  • Experience managing automated accounting systems, developing test scenarios and identifying required user system procedures modifications and enhancements;
  • Experience monitoring the receipt and disbursement of Federal funds in compliance with State and federal legislation, rules, regulations and policies.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best, Better or Qualified and placed on the cert list for at least one year. This list will be used by the hiring agency to select employees. 

Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The Maryland Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
