Introduction
This is a position specific recruitment for the Maryland Department of the Environment. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting cert list will be maintained for one year. Person's interested in future vacancies within this classification must re-apply.
This is a entry level position; therefore, the selected candidate will be offered the base salary. Progression in the current position will be based upon the approval of annual increments and/or cost of living adjustments.

Main Purpose of Job
This is an entry level Engineer position. This position will serve as a State technical and engineering expert for Water and Sewerage Plans (WSP). This position is responsible for reviewing WSP and amendments for compliance with State laws and regulations as well as consistency with comprehensive land use plans. The incumbent of this position will provide technical direction and guidance to the 23 Counties and Baltimore City to achieve the goal that these jurisdictions submit consistent and legally-sufficient WSP to MDE for review and approval. MDE cannot fund water and sewer projects or issue permits for water and sewer projects unless these projects are included in an approved WSP.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree in engineering or architecture from an accredited college or university.
Experience: None
Notes:
1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the engineering degree.
2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate have:
§ A Bachelor's degree in Environmental Engineering;
§ Coursework in Land Use Planning, Natural Resources Planning, Public Health and/or Environmental Health;
§ Coursework relating to water supply capacity, wastewater capacity, growth and land development;
§ Coursework in environmental laws and regulations;
§ Excellent knowledge of grammar;
§ Excellent writing skills; and
§ Excellent oral communication skills.
It is also preferred that the selected candidate be proficient in the following:
§ Microsoft Office Suite (i.e. Word, Excel, PowerPoint);
§ Geographic Information Systems (GIS);
§ Cloud Platform Suites (e.g. Google, OneDrive.);
§ Adobe Acrobat Pro.

EXAMINATION PROCESS

Successful candidates will be ranked as Best Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees. Education credentials and experience verification will be completed by the Appointing Authority. If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required. Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
