LOCATION OF POSITION

This position is with the Department of General Services, Facilities Planning, Design & Construction Division, based at 301 W. Preston Street, Baltimore, MD 21201.  Project sites are located throughout the State, with travel required as needed.

Main Purpose of Job

The “Public Private Partnership (P3) Project Manager” will manage the P3 process at DGS by identifying development/design/construction project opportunities and providing analysis of these opportunities, including architectural renderings of possible scenarios.

POSITION DUTIES

The P3 Project Manager will be responsible for providing a range of services related to P3 for DGS, from strategic planning and organizational change, through procurement and implementation, to management and oversight of P3 programs.  The individual will provide support to DGS with evaluation of the suitability and viability of projects for private investment.  The individual will support the development of business cases that evaluate procurement alternatives and provide knowledge transfer from prior project experience.  During procurements, the individual will either direct or advise the process, and coordinate with other technical resources as required.  These services are typically delivered by multi-disciplinary teams comprising legal, financial and technical skills and the P3 Project Manager will be responsible for maintaining appropriate teaming relationships.

The P3 Project Manager will:

• Provide assistance with technology and delivery aspects of the P3 services; including identifying skill gaps to meet market needs.

• Create architectural development models and graphics.

• Generate development ideas for State assets.

• Integrate P3 services with operational (Design, Construction & Real-Estate) forecasting, performance management and quality assurance activities to achieve the State’s strategic and business objectives.

• Develop and manage contracts related to P3’s.

• Promote best practices in the delivery of P3 advice to DGS and State leadership through internal collaboration, knowledge sharing and lessons-learned initiatives.

• Support the smooth operation of the P3 risk management process through clear identification of business risks associated with P3 services and development of appropriate mitigation plans.

• Advise senior levels of government on procurement alternatives and development of business cases for evaluating P3 project potential; evaluate assets for P3 and privatization.

• Provide substantial contribution to the drafting of procurement documents (RFEI’s, RFQ’s, RFP’s and project agreements) to deliver P3 projects.

• Manage contract negotiations with P3 developer teams to bring deals to financial close on favorable terms.

• Coordinate with legal and financial advisors on projects, and integrate with technical and client requirements.

• Create schedules for P3 projects, including development and execution timelines.

MINIMUM QUALIFICATIONS

Education:  Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience:  Five years of experience as a design or project engineer or architect for large-scale multi-year construction projects.

Notes:

1. Master’s degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps or Engineering Aid classifications or Construction Engineering Technician, Technical Engineer, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

This position is open to applicants who meet the minimum and selective qualification(s) listed below. A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e. knowledge, skill, or ability) required.

1. At least 3 years of the required general experience must include project management or program management experience.

2. At least 3 years of the required general experience must include experience structuring P3 projects and an understanding of alternative project delivery including P3 and project finance.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualifications are highly desired:

1. Experience working with senior levels of government and of working in integrated legal / financial / technical teams.

2. Experience in risk identification, allocation and quantification, particularly for projects with operations and maintenance / life-cycle components.

3. Bid side experience in design/construction and development.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to possess and maintain a Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list. The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
