Main Purpose of Job

This is a professional level position responsible for program evaluation duties, program development/change implementation, strategic planning and program accreditation and credentialing activities; and responsible for the development and implementation of a comprehensive marketing and outreach program for WTC Workforce Services programs and initiatives.

POSITION DUTIES

Develop, conduct, and implement Workforce Services unit-wide program evaluation activities, utilizing the electronic case management system and other sources of data, to determine the effectiveness of programs, services, policies and procedures for the Workforce Services programs. Provide leadership in program development/change implementation, strategic planning and program accreditation and credentialing for Career and Technology Training and Customized/Partnership programs within the Workforce & Technology Center (WTC). Provide direct, specialized technical assistance in the development, implementation and monitoring of a comprehensive marketing and outreach program for Workforce Services programs and WTC initiatives, working in full collaboration with the Agency's Public Affairs and Communications staff and Center/Agency programs. 

MINIMUM QUALIFICATIONS

Education:

Bachelor’s Degree is required.  A Master’s Degree is preferred.

Experience:

Three years of administrative, librarian, teaching or rehabilitation work in education, library or rehabilitation programs.

SELECTIVE QUALIFICATIONS

One year of the required experience must have been in marketing, public relations, business or outreach using electronic/print media.

DESIRED OR PREFERRED QUALIFICATIONS

Effective written and oral communication skills. Knowledge and experience with AWARE or a similar electronic case management system. Knowledge of Vocational Rehabilitation and/or the Workforce Innovation and Opportunity Act (W.I.O.A.). Knowledge and experience related to preparation for accreditation reviews and research/implementation of program credentialing activities. Ability to perform program evaluation  activities to evaluate program effectiveness, determine program needs and recommend plans for advancing program objectives. Ability to coordinate and conduct presentations to individuals and groups regarding available services and programs. Ability to use Microsoft Access, Excel, Word, and PowerPoint in completion of program evaluation activities, including compiling findings and preparing written and oral reports. Experience serving individuals with disabilities, as well as experience with developing and managing programs for these populations.
