Main Purpose of Job

This position serves as the agency's Assistant Director for Administration as well as the Agency Emergency Operations Administrator, consistent with regulatory guidelines. Ensures the effective and efficient use of all financial and material resources and the delivery of quality services to the public and to assist the Director and executive staff in the support of line staff. The position will enhance the delivery of customer service by providing efficient management of the following departments: Finance, Human Resources, Information Technology, Procurement and Central services. To ensure that the agency is able to respond to emergencies that hinder normal operations as well as require the provision of emergency services to the public, including the operation of citizen shelters, reception centers and family assistance centers.

POSITION DUTIES

Oversees and manages Human Resources, Finance, Procurement, Information Technology and Central Services operations. Supervises employees on policies and procedures applicable to State, County, and Federal law and the development and implementation of plans to improve job performance and participating in administrative responsibilities to insure adequate and improved job performance. Leads the Agency's Emergency Management Team in developing policies and guidelines and staffing drills.  

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four year college or university.

Experience: Five years experience in the management of a large government budget, two years of which must have involved the supervision of other employees or exercising responsibility for program development.

Notes:

1. Experience managing a Budget and/or Finance program may be substituted on a year-for-year basis for the required four years of college education.

2. Candidates may substitute U. S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
