Introduction

The Maryland Health Services Cost Review Commission is seeking Fellows to assist in the implementation, operation, and evaluation of new, innovative policies and programs to improve and bring dynamic change to healthcare payment, delivery, and quality in the State of Maryland in a manner that is consistent with the realities of health care today and where health care is going in the future.   

The HSCRC, for more than 40 years, has been responsible for developing, refining, and implementing Commission policy geared toward achieving its mandate of providing maximum efficiency and effectiveness at Maryland hospitals and achieving the goals of the Maryland All-Payer Model approved by the Centers for Medicare and Medicaid Services (CMS). But in recent years, its role has been expanded by the creation of, first of its kind, value-based models to improve care more broadly.  

The Commission is an independent agency of Maryland government and is unique in the U.S. because it sets hospital rates for self-pay and commercial patients as well as for Medicaid and Medicare patients as a result of its waiver from Medicare’s Prospective Payment System.  Maryland is the only state in the country with such rate setting authority and consequently is able to develop and implement cutting edge policies that have been emulated in other parts of the country.

Main Purpose of Job

Maryland is currently embarking on an even newer, upgraded effort to transform care delivery across the healthcare system with the objective of improving health and quality of care of Marylanders, not just patients who go to Maryland hospitals. The newer version of the Model will move beyond hospitals to address patient care across the entire spectrum of care to include post-acute providers, nursing homes, and physicians, with the goal of improving the patient experience and controlling total cost of care. This new model is seen as one of the most leading edge tools for potential future changes to health care delivery and health payment policies nationally. This fellowship, therefore, represents an opportunity to learn about this model and to effectuate change in it during its development so that it may be most efficacious for patients, providers and the public alike.

Fellows would work on various projects related to the State's innovative All-Payer Model for both hospital rate-setting and non-hospital provider incentives, including methodology development, data analytics, stakeholder engagement, and healthcare finance.

Examples of projects to support the New Model implementation and Commission activities may include, but are not limited to: 

  • Hospital financial analysis, including hospital rate setting, full and partial rate reviews, and compliance activities;
  • Total cost of care data analysis, including reviewing Medicare and commercial payer data, operationalizing the use of the All-Payer Claims Database (APCD), and identifying trends and patterns impacting total cost of care growth across the delivery system; and
  • Implementation of existing care redesign programs, including developing new, innovative programs to align providers across various healthcare delivery settings to improve patient quality of care and achieve cost savings

The Commission is searching for multiple candidates with diverse policy and technical backgrounds in public health, healthcare finance, healthcare IT, and quantitative analysis to assist with these crucial projects. Ideal candidates are high-achieving and proactive top-tier graduates or graduate students in programs with required full-time internships or residencies.

Fellowships may last for up to two years of contractual, full-time employment with the State of Maryland. 

MINIMUM QUALIFICATIONS

A Master’s or Ph.D. degree in Economics, Public Policy, Public Health, Healthcare Administration, Public Administration, or a related field.  

OR  

A Bachelor’s degree in the fields of pre-med, finance, accounting, actuarial sciences, mathematics, information technology, automation or a related field.

DESIRED OR PREFERRED QUALIFICATIONS

Successful candidates must possess strong Excel skills. Experience using other analytic software, like Tableau, is highly desirable, but not required. Candidates must demonstrate the ability to effectively communicate and interact with staff, hospitals officials, consultants and other health care officials.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
