ENGINEERING TECHNICIAN VI (T/P)

Purpose

The Engineering Technician VI oversees the Traffic Control Operations unit and supervise all activities of the unit.   This position can be filled as an Engineering Technician VI or a Civil Engineer III depending on the qualifications of the candidate.

Essential Functions

  • Design and prepare plans and special provisions for permanent and temporary pavement markings and other temporary controls for construction within the city right of way.  Report on changes in traffic patterns related to construction activity.
  • Design, coordinate and report the installation of pavement markings in conjunction with the department’s annual crosswalk and pavement marking maintenance program as well as coordination for Summerfest, festivals, parades and other special events.
  • Review utility construction, driveway, dumpster and other permits to review and establish appropriate temporary traffic control requirements to maintain safe and effective traffic circulation during occupancy of the public way.
  • Review requests for installation of crosswalks, bicycle lanes, angle parking or other pavement markings.
  • Inspect and/or lay out temporary traffic control to be installed in the field and arrange for any adjustments necessary.
  • Coordinate installation of temporary parking restriction in conjunction with construction activity in the public way.
  • Serve as advisory member of the Transit Bus Stop subcommittee of the Public Works Committee.

Minimum Requirements

1.  Current status as a regularly appointed City of Milwaukee employee having passed probation for a civil service position.

2.  Associate's Degree in Civil Engineering or closely related field and four years of engineering experience with construction activities, construction staging and utility construction practices and one year of lead worker experience.

OR

Six years of engineering experience with the design and construction practices, construction activities and construction staging and applications performing similar duties to the essential functions listed above with at least one year of lead worker experience. 

OR

Bachelor’s Degree in Engineering and two years of engineering experience with construction activities, construction staging and utility construction practices and one year of lead worker experience. Equivalent combinations of education and experience may be considered.

3.     Valid Driver’s License at time of appointment and throughout employment.

Desirable Qualifications

Knowledge of the Wisconsin Department of Transportation Facilities Development process and MUTCD.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of principles and practices of highway and utility construction.       
  • Knowledge of pavement marking system design and installation.
  • Knowledge of the Manual on Uniform Traffic Control Devices (MUTCD) and the Wisconsin supplement to the MUTCD with emphasis is on chapter 6.
  • Written communication skills to write clear and concise technical reports as well as compose general business correspondence.       
  • Oral communication skills to effectively communicate with culturally diverse individuals regarding technical matters and to resolve complaints.
  • Interpersonal skills to work effectively with team members, managers, elected officials, contractors and the public.
  • Problem solving and critical thinking skills to analyze information, to evaluate options and to propose solutions and/or alternatives.
  • Time management skills to work effectively on multiple projects with varying deadlines.         
  • Ability to effectively handle requests from elected officials, other units and the public.      
  • Ability to use Microstation CADD to created accurate and detailed design drawings.       
  • Ability to use computer software programs such as word processing, spreadsheet and database.     
  • Ability to coordinate work of self and others to accomplish work within project deadlines. 
  • Ability to interpret technical drawings and documents.

Current Salary

SALARY (2IN): The current starting salary is $66,324 for City of Milwaukee residents. The non-resident starting salary is $64,697 annually. 

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods.  The Department of Employee Relations and the Department of Public Works Infrastructure – Transportation Operations Section reserves the right to call only the most qualified candidates to oral, performance tests or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.  

NOTE:  Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process and have successfully pass a probationary period for a Civil Service position will be considered. Individuals with exempt, provisional, temporary or emergency appointments are not eligible for transfer.
