Purpose

Under the direction of the Facilities Manager, the incumbent of this position has responsibility for overseeing the building maintenance function in all Department of Public Works (DPW) managed facilities, including a combination of in-house trades and contracted work. 

Essential Functions

  • Supervise the building maintenance staff and manage day-to-day activities such as daily shift briefings, job assignments, follow-up on progress, employee performance and evaluations.
  • Work with maintenance staff in the field to troubleshoot and repair building equipment and systems issues.
  • Manage contracted maintenance work in all DPW managed facilities, in coordination with the Facilities Maintenance Coordinator and the Facilities Manager.
  • Supervise the Information Center staff whose responsibility includes fielding building maintenance requests, assigning work orders and answering citizen and/or customer questions.
  • Liaise with various trade groups, tenants and outside contractors for routine, preventive and emergency maintenance of building equipment and special projects.
  • Develop and maintain preventative maintenance programs and work order systems for all DPW managed facilities.
  • Manage the maintenance of building automation, fire alarm and fire sprinkler systems in all DPW managed facilities.
  • Conduct regular staff training to ensure their skills remain up to date and that work is conducted according to industry standards.
  • Keep all reference materials and manuals up to date.

Conditions of Employment

  • The Building Services Manager is on-call 24 hours per day and must be available during weekends, holidays and emergencies, as needed, to meet the facility and maintenance needs of all DPW managed facilities.
  • Occasional second and/or third shift supervision of special projects is required.
  • Ability to work outdoors in all weather conditions as well as to work in environments that may involve exposure to fumes, odors, dust, mists, gases, or poor ventilation.
  • Ability to negotiate stairs, climb ladders and perform work at heights up to 30 feet, work in and around cramped spaces, stoop and bend.
  • Must be able to lift and move objects weighing up to 50 pounds and move objects weighing more with assistance.

Minimum Requirements

  1. Associate degree in heating, ventilation, air conditioning and refrigeration (HVAC-R) technology, electrical technology/building automation or a closely related field.  
  2. Three (3) years of full-time experience in facility maintenance, operation and repair including, heating, ventilation, air conditioning, electrical, plumbing and automated building controls, at least one (1) year of which must have been in a lead worker or supervisory capacity.
  3. Valid driver’s license at time of appointment and throughout employment.  
  4. Appointment to the Building Services Manager positions within the DPW requires residency within 15 miles of the jurisdictional boundaries of the City of Milwaukee within six months of appointment and throughout appointment to the position pursuant to Rule III, Section 4(g) of the Rules of the City Service Commission. Desirable Qualifications

  • Bachelor’s Degree in heating, ventilation, air conditioning (HVAC) technology, facility/construction management, mechanical engineering, architecture or related field.
  • Experience working in a high rise, commercial class A, office building or in a facility or complex over 200,000 square feet.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of heating, cooling, and ventilating equipment involving centrifugal and reciprocating compressor chillers.
  • Knowledge of pneumatic, electrical and electronic controls.
  • Knowledge of computerized building management systems.
  • Knowledge of preventative building maintenance programs.
  • Knowledge of installing, repairing, testing and programming fire-life safety systems.
  • Knowledge of and commitment to safe work procedures.
  • Knowledge of the operation of and care of hand, portable and power equipment and machine tools.
  • Ability to read and interpret blueprints, plans, specifications and engineering drawings.
  • Ability to work independently to complete necessary work assignments within deadlines.
  • Ability to work effectively in a diverse, team-oriented environment.
  • Ability to act as a lead worker and provide direction to other staff to complete projects efficiently within deadlines.
  • Ability to train building maintenance employees on troubleshooting and programming building related systems.

Current Salary

The current starting salary (PG 1CX) for City of Milwaukee residents is $51,469 - $72,063 annually, and the non-resident starting salary is $50,206 - $70,295 annually. Appointment above the minimum is possible based upon level of experience and other qualification and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods. The Department of Employee Relations and the Department of Public Works reserve the right to call only the most qualified candidates to oral exams, performance tests, or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.
