Purpose

Under the direction of the Parking Financial Manager, this Parking Operations Supervisor oversees the management and administration of 44+ City-owned off-street parking facilities – structures and surface lots – to ensure their proper, safe operation. The Parking Operations Supervisor serves as the City liaison with the City contractors, lessees, other City departments, elected officials, and customers; oversees parking facility maintenance and repairs; and serves as project manager for structural projects.

Essential Functions

  • Oversee round-the-clock operations of four Department of Public Works (DPW) parking structures, including parking facility maintenance, major improvements, operations, and customer service. This includes directing maintenance of mechanical, electrical, structural, and safety systems; hiring contractors and monitoring their work, determining yearly capital repairs, and facilitating the implementation of new parking equipment and systems.
  • Oversee maintenance of the City’s 40+ surface parking lots, including conducting field observation to monitor their condition and operation; coordinating and monitoring lot repair and maintenance, including snow removal; maintaining positive customer relations with area businesses and residents; keeping records and lot schematics; ensuring adherence to ADA requirements; and coordinating with parking enforcement for compliance purposes.
  • Oversee and administer parking leases for parking structures and lots, including weighing private/public interests to determine feasibility of leasing; maintaining insurance certificate compliance; and assisting the Parking Financial Manager as needed.
  • Select and supervise contractors and City staff to address needs at DPW parking structures and lots. This includes consulting with engineers, preparing scopes of work and project requirements, and participating in RFP processes for parking services and systems.
  • Prepare and monitor annual budget requests, make process improvement recommendations, and investigate damage claims.

Conditions of Employment

The Parking Operations Supervisor must be willing and able to do the following:

  • Be on-call beyond standard business hours to respond to various emergency situations.
  • Travel to all parts of the City of Milwaukee in variable weather and environmental conditions to conduct field work.
  • Walk distances, climb stairs, and see and hear all types of traffic.
  • Lift or move up to 20 pounds frequently, and exert up to 50 pounds of force occasionally.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position.
  2. Bachelor’s degree in business administration, construction management, public administration, or related field from an accredited college or university.
  3. Three years of experience in parking, transportation policy, business management, or public administration performing duties related to this position.
  4. Valid State of Wisconsin Driver’s License at time of appointment and throughout employment. Must have a good driving record.

Equivalent combinations of education and experience may be considered.

Consistent with Wis. Stat. Sec. 66.0502 (4)(b) and Rule VIII, Section 9 of the Rules of the Board of City Service Commissioners, this position has been designated as “emergency personnel,” and the successful candidate will have six months within which to establish residence within 15 miles of the jurisdictional boundaries of the City of Milwaukee.

Desirable Qualifications

  • Licensed as an inspector and/or credentialed in a construction trade.
  • Project management experience.
  • Supervision experience.
  • Experience using MicroStation or geographic information systems (GIS) software.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of transportation policy, parking ordinances, and public safety.
  • Knowledge of public administration and general business practices.
  • Knowledge of mechanical, electrical, and structural building issues.
  • Knowledge of contracts, accounting, and budgeting to assist the Parking Financial Manager.
  • Knowledge of project management principles and the ability to coordinate projects.
  • Knowledge of standard computer applications such as word processing, spreadsheet, and email.
  • Ability to learn MicroStation and geographic information systems (GIS) to do schematic drawing and electronic mapping.
  • Ability to read and interpret job-related documents such as ordinances and technical material.
  • Oral and written communications skills to be able to clearly present information to various internal and external audiences. Skill in preparing reports.
  • Interpersonal, customer service, and assertiveness skills to be able to effectively work with contractors and lessees, City managers and other government officials, and the public.
  • Analytical and problem-solving skills to be able to address complex parking facility issues.
  • Ability to exercise sound judgment to be able to make decisions with broad impact.
  • Ability to plan and organize work, manage priorities, and accomplish goals in a timely manner.
  • Ability to maintain detailed and accurate records.
  • Ability to remain calm and professional during emergency situations.
  • Honesty, integrity, and ability to responsibly manage City resources.

Current Salary

The current salary range (PR 1DX) for City of Milwaukee residents is $54,865-$76,806 annually and the non-resident salary range is $53,519-$74,922 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods. The Department of Employee Relations and the Department of Public Works reserve the right to call only the most qualified candidates to oral or performance tests or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
