Introduction

Purpose

Under the direction of the Health and Safety Officer, the Office Assistant IV helps to ensure the uniform and efficient operation of the Milwaukee Police Department (MPD) Human Resources Division  by performing a variety of clerical duties, including maintaining MPD personnel records, preparing confidential correspondence and reports, payroll and by functioning as lead worker for clerical staff.

Essential Functions

  • Maintain personnel records and databases, including those that contain confidential information.
  • Update and maintain accurate lists, processes, and files for all departmental personnel.
  • Prepare reports, correspondence, documents and spreadsheets used by Human Resources Division staff members.
  • Perform human resources functions: maintain OSHA records, medical files for all department personnel, and a database on employee injuries.
  • Serve as a liaison with the Employee Benefits Division for issues such as Worker’s Compensation benefits.
  • Serve as lead worker for other clerical positions assigned to the Human Resources Division.
  • Answer calls and provide information to both MPD employees and citizens; refers calls to Human Resources Division staff as appropriate.

Minimum Requirements

  1. Regular status as City of Milwaukee employee, having successfully completed a probationary period for a civil service position.
  2. Four years of progressively responsible clerical experience performing duties related to this position.  

Equivalent combinations of education and experience may also be considered. For example, job related coursework from an accredited college or business school may be substituted for a portion of the office experience requirement for up to six months. To receive credit for college coursework, transcripts must be submitted along with the application materials.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of departmental rules and procedures as well as labor contract provisions related to sick and injury policies, procedures and practices.
  • Knowledge of human resources principles and procedures.
  • Knowledge of customer service best practices and the ability to incorporate them into operations.
  • Ability to learn and effectively utilize the systems applications such as the FMIS system, HCM, CityTime and Oracle’s PeopleSoft.
  • Written communication skills to be able to write clear, complete and accurate correspondence and reports.
  • Ability to read, interpret and write reports.
  • Ability to understand work-related documents.
  • Ability to think critically and analytically to problem-solve, make decisions and use sound judgment.
  • Ability to perform mathematical functions related to personnel records including payroll. Ability to maintain accurate lists, processes, and files for all department personnel.
  • Oral communication skills to effectively respond on the phone and in person.  
  • Familiarity with office equipment, including telephones, computers, copiers and fax machines.
  • Ability to establish and maintain effective working relationships with both civilian and sworn personnel in a multi-level, multi-cultural environment.
  • Ability to work effectively under pressure and tight time constraints.
  • Ability to exhibit exemplary professionalism.
  • Ability to maintain complete confidentiality regarding all City-related business.

Current Salary

The current salary range (6HN) for City of Milwaukee residents is $36,164-$40,019, and the non-resident salary range is $35,276-$39,037. Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods.  The Department of Employee Relations and the Milwaukee Police Department reserve the right to call only the most qualified candidates to oral, performance tests or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

Note: Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
