Purpose

Under the direction of the Traffic Engineer Senior and the Engineering Technician VI, the Engineering Technician V designs and prepares signing, pavement marking and traffic control plans. The Engineering Technician V also coordinates traffic control operations related to capital paving projects, special events and other construction activities throughout the city.

Essential Functions

  • Design, coordinate and maintain records of the installation of traffic signs and pavement markings in conjunction with capital paving projects, including drafting plans and creating and tracking work orders.
  • Design and prepare plans and special provisions for permanent and temporary pavement markings and other work zone traffic controls for construction within the right of way.
  • Conduct field investigations of signs and pavement marking and prepare responses to aldermanic and resident complaints or requests relative to traffic signing and markings.
  • Assist in overseeing the traffic sign inventory, pavement marking inventory, and retro reflectivity databases.
  • Compile and present reports for replacement of traffic signage based on age and condition.
  • Compile, summarize and schedule re-stripping of pavement markings and crosswalks based on condition.
  • Review of utility construction, driveway, dumpster and other permits to establish appropriate temporary and work zone traffic control requirements that maintain safe and effective traffic circulation during occupancy of the public way.
  • Coordinate requests, develop plans and work orders for installation of signing, markings, loading zones, temporary parking and neighborhood traffic management program (NTMP) installations.
  • Coordinate signage changes with Parking Services related to metered parking locations.
  • Field layout of pavement markings and signs to be installed.
  • Represent traffic engineering at meetings with city officials, residents, businesses and representatives of other government or private agencies on signing matters.

Minimum Requirements

1.  Associate's Degree in Civil Engineering or closely related field and three years of engineering experience in construction or traffic control operations performing duties closely related to those listed above.

OR  

Five years of engineering experience in construction or traffic control operations performing duties closely related to those listed above.

OR  

Bachelor’s Degree in Engineering and one year of engineering experience in construction or traffic control operations performing duties closely related to those listed above.  

2.  Valid state of Wisconsin driver’s license at time of appointment and throughout employment.

Desirable Qualifications

  • Certification as a Traffic Control Technician or Traffic Control Supervisor by the American Traffic Safety Services Association (ATSSA) is desirable.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of the Manual on Uniform Traffic Control Devices as it relates to signing, pavement markings, work zone traffic control and bicycle facilities.
  • Knowledge of pavement marking system design and installation.
  • Knowledge of the permit application process for occupancy of, or work within the public right of way by utilities, contractors and others.
  • Problem solving and critical thinking skills to analyze information, to evaluate options and to propose solutions and/or alternatives.
  • Time management skills to work effectively on multiple projects with competing deadlines.
  • Interpersonal and customer service skills to work effectively with internal and external customers.
  • Written communication skills required to produce reports and correspond with other staff members and outside agencies.
  • Skill in oral communication, including the ability to speak effectively before the public.
  • Ability to use computer software programs such as word processing, spreadsheet and database.
  • Ability to use design software such as MicroStation or AutoCAD.
  • Ability to prioritize and delegate work.

Current Salary

The current starting salary (Pay Range 3RN) for City of Milwaukee residents is $53,597 annually, and the non-resident starting salary is $52,283.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.  

INITIAL FILING DATE - The examination will be held as soon as practical after December 1, 2017.
