Introduction

City of Milwaukee, and serve a critical role in keeping Milwaukee’s citizens safe!

Purpose

Under the direction of the Building Construction Inspection Division Manager, the Boiler Inspector periodically conducts inspections of new and existing boilers and pressure vessels internally and externally to ensure compliance with applicable codes; investigates complaints for violations of city ordinances and zoning codes; examines and approves HVAC plans and issues permits; and facilitates resolution of complex issues related to HVAC systems.

Essential Functions

  • Conduct periodic inspection of boilers, pressure vessels, refrigeration systems, and air conditioning systems and their associated piping, instruments, fittings, and controls.
  • Conduct inspections of new heating, ventilating, and air conditioning systems (HVAC), boilers, pressure vessels, and refrigeration systems for compliance to applicable codes.
  • Review and process HVAC permit applications and plans. Review permit applications, provide code assistance, and issue permits.
  • Communicate effectively with public and professionals on HVAC codes, issues, and inquiries; prepare, maintain, and process city forms and records; and enforce code requirements through written orders and court testimony regarding HVAC and zoning code violations.
  • Conduct research, evaluate technical materials, and write reports for boards, commissions, and department personnel. Provide investigation, research, advice, and written reports on code and ordinance issues upon request from supervisors, alderpersons, or the public. Identify improvements and changes needed in ordinances and code provisions, and draft suggested changes for review.
  • Conduct training classes for departmental staff on code development and inspection skills. Serve as team leader for technical and administrative employee teams for inspections, policy, and code development.

Conditions of Employment

The Boiler Inspector must be willing and able to do the following:

  • Work in cramped work spaces as well as tolerate noise and exposure to airborne contaminants, heat, and cold.
  • Perform inspection services and work requiring moderate physical exertion, including stooping and bending, walking distances, climbing ladders and stairs, exerting up to 50 lbs. of force occasionally, and lifting and moving objects weighing 10-20 lbs. frequently.

Minimum Requirements

1.  Eligibility for an Authorized Inspector (AI) Commission by the National Board of Boiler and Pressure Vessel Inspectors Commission, specifically as follows: a high school education (12 years or equivalent educational system) PLUS at least 5 credit points based upon the combination of education and experience in the pressure equipment industry as described in the table below:

Bachelor’s degree (or higher) in engineering, technology, science, or mathematics from an accredited institution.

Two-year degree or certificate in engineering, technology, science, or mathematics from an accredited institution.

Graduation from an accredited technical school in subjects that include, but are not limited to, manufacturing; building construction; construction technology; heating, ventilating, and air conditioning; and industrial technology.

Completion of an accredited Power Engineering certification program.

Completion of an Accredited Apprenticeship Program, for example boilermaker, steamfitter or pipefitter.

Completion of an accredited military or merchant marine training program in the area of marine or stationary boilers, pressure vessels or nuclear reactors.

Completion of Certified Welding Inspector (CWI) certification program from the American Welding Society or an equivalent certification.

Certification as an American Petroleum Institute API-510 or API-570 Inspector.

Experience (1 Credit Minimum, 4 Credits Maximum)*

One credit point may be assigned for each year of experience associated with the pressure equipment industry in the categories below:

·       Engineering or design review.

·       Manufacturing, including fabrication methods or processes, in either shop or field.

·       Operation of boiler(s) exceeding 50,000 lbs. of steam per hour total capacity.

·       Performance of repairs, alterations, or maintenance of boilers or pressure vessels.

·       Quality control systems related to boiler or pressure vessel manufacturing, repair, or alteration in either shop or field.

·       Inspection of boilers or pressure vessels either inservice or during construction including either shop or field.

·       NDE examiner of boiler and pressure vessels meeting ASNT Level II or III (qualified by examination) or equivalent qualifications.

2.  Commission and certifications earned within twelve months of appointment:

b) Certifications issued by the State of Wisconsin Department of Safety and Professional Services (DSPS):

        • Boiler-Pressure Vessel Inspector
        • UDC-HVAC Inspector

3. Valid driver’s license at the time of appointment and throughout employment and the availability of a properly registered and insured vehicle for use on the job (mileage reimbursement provided).

Current Salary

The current salary range (Pay Range 2HN) for City of Milwaukee resident is $63,568.96-$76,806.08 annually, and the non-resident salary range is $62,009-$74,922. Career Ladder Position: employees advance to the next rate in the range upon certification by the Commissioner-Building Inspection of having attained the required skills, job performance and demonstrated competencies.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations and the Department of Neighborhood Services reserve the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
