Purpose

The Water Systems and Project Manager coordinates special projects and serves as the chief innovation officer by promoting organizational innovation through the new ideas, products, equipment and technology for the Milwaukee Water Works (MWW).

Essential Functions

  • Research and evaluate new products and technologies and make recommendations regarding their implementation to ensure the continual advancement of the utility.
  • Manage the implementation of new products and technologies, including coordinating employee training with the vendor.
  • Encourage team members to engage in a global approach to project goals and to work beyond organizational silos.
  • Establish a process that enables staff to contribute ideas for improving existing processes and products or developing or acquiring new ones.
  • Monitor customer feedback and service requests to identify recurring problems that require an innovative solution.
  • Manage special projects by defining project scopes, participants, data collection, record of activities and timelines.
  • Coordinate the response to Common Council directives on the lead service line program and help guide wholesale customer inquiries through the Common Council process.
  • Document procedures for the implementation of change as it relates to all staff.
  • Maintain and update procedures and documentation as needed to stay current and relevant to users and customers.
  • Create project databases, spreadsheets and documents as needed and requested.
  • Develop and manage the internal performance management system to reflect effective utility management principles.
  • Maintain the Accountability in Management (AIM) database and collect data from each MWW section for performance management reports.
  • Prepare AIM updates and other presentations for external stakeholders.
  • Identify areas of performance improvement and guide the section managers to help them make changes.
  • Manage new projects that do not fall within the scope of an independent section, as assigned by the Superintendent and/or the Administration and Projects Manager.
  • Conduct research projects or special studies as directed.
  • Establish and/or maintain relationships with external research entities, including the Water Research Foundation, local universities and the Water Council.
  • Report regularly to administration on project updates and status.

Conditions of Employment

Must be able to respond to after-hours emergencies as needed.

Minimum Requirements

  1. Bachelor’s Degree in business administration, public administration or a related field from an accredited college or university.
  2. Four years of experience as a project manager, program manager or innovation officer performing similar duties.
  3. Valid driver’s license at time of appointment and throughout employment.  

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

Certificate in Project Management from an accredited college or university.

  • Knowledge of project management best practices, methodologies, tools and techniques.
  • Verbal communication skills to effectively respond to questions and handle issues received from the public, contractors and elected officials.

  • Interpersonal skills to create cohesive and collaborative teams to accomplish project goals and to work with other departments, agencies and vendors.
  • Ability to conduct research on and evaluate the effectiveness of new technologies and products.
  • Ability to lead and troubleshoot complex, multidisciplinary projects.
  • Ability to act as a liaison between the different MWW sections and communicate goals and objectives with each.
  • Ability to properly write detailed procedures that others can understand and use effectively.
  • Ability to train and provide support to new system users in a helpful and effective manner.
  • Ability to be diplomatic, a good team leader, organized and driven to complete tasks and meet deadlines.
  • Ability to collaborate with multiple disciplines to create synergy toward project goals.
  • Ability to work independently and provide timely reports as requested.
  • Ability to manage multiple projects with competing deadlines and establish priorities.

Current Salary

THE CURRENT SALARY RANGE (Pay Range 1DX) for City of Milwaukee residents is $54,865 - $76,806 annually and the non-resident salary range is $53,519 - $74,922 annually.   Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods.  The Department of Employee Relations and the Department of Public Works, Water Works reserve the right to call only the most qualified candidates to oral, performance tests or personal interviews. Information from the selection process will be used to make a hiring decision.
