Purpose

Under direction of the Neighborhood Services Operations Director, the Permit and Development Center Manager directs all administrative and operational functions associated with the City of Milwaukee’s plan review and permit process, including business planning, process improvement, and performance measurement.

Essential Functions

  • Plan, develop, evaluate, implement, and monitor all technical and administrative policies and procedures of the Department of Neighborhood Services (DNS) Development Center, including the implementation and achievement of its goals and objectives, staff supervision, and budgetary activities.
  • Organize, direct, and supervise plan review, interpretation and application of zoning and building codes, new business development, redevelopment, and permit and approval requirements.
  • Monitor and manage work flow in the DNS Development Center as well as the workloads of plan review staff, and make operational changes in response to changes in volume.
  • Working under the direction of the Operations Director, make strategic decisions to help the department operate more efficiently. Analyze current or potential department operations and recommend appropriate courses of action.
  • Develop, implement, and maintain customer service processes, communication, and procedures.
  • Directly supervise the work of the Permit Technician and Office Assistant positions overseeing projects. Assist the Operations Manager with strategic decisions, management, implementation, and modification of the Land Management System (LMS), ensuring timely and quality activities for the benefit of the section, division, department, City, and community.
  • Represent DNS regarding issues related to flood plain management, review, and permitting.

Minimum Requirements

  1. Bachelor’s degree in urban planning, architecture, engineering, public administration, or a related field from an accredited college or university.
  2. Five years of experience in public administration and/or project management in one or more of the following areas: architecture, engineering, construction, urban planning, plan examination, zoning administration, or economic development, including one year in a supervisory capacity.
  3. Must obtain the following State of Wisconsin Department of Safety and Professional Services (DSPS) certifications within one year of appointment: Commercial Building Inspector, UDC Construction Inspector, and UDC HVAC Inspector.
  4. Valid Wisconsin Driver's License at the time of appointment and throughout employment.

Equivalent combinations of education and experience may also be considered.

  • Knowledge of applicable building and life safety codes, construction methods, materials, and construction documents.
  • Extensive knowledge of building engineering principles and methods and the document review process.
  • Knowledge of mathematics and geometry used in building design and construction.
  • Ability to make accurate calculations as well as to understand budgets and financial reports.
  • Leadership ability to be able to effectively direct the activities of staff.

  • Ability to establish and maintain effective working relationships with coworkers, elected officials, representatives of City departments, local developers, builders, contractors, and the public.

  • Written communications skills to be capable of crafting policies and procedures, reports, and correspondence.
  • Skill in short-term and long-term strategic planning.
  • Organizational skills and the ability to work effectively under pressure while handling multiple tasks.
  • Skill in analyzing and interpreting data and other information to reach conclusions and make decisions.
  • Ability to apply general rules to specific problems to produce answers that are logical and effective.
  • Proficiency using standard and proprietary computer applications.

Current Salary

The current salary range (Pay Range 1IX) for City of Milwaukee residents is $75.478-$105,669 annually, and the non-resident annual salary range is $73,627-$103,077. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

The Department of Neighborhood Services reserves the right to call only the most qualified candidates to oral exams, performance tests, or personal interviews.
