Transfer and Reinstatement Application Process

In addition to application through the competitive process, there are different ways to enter or move within the classified service. This process is limited and is available only to current or prior County employees who have already competed for positions within the County and who have prior status in a County job classification.

If you wish to submit an application for a current or future recruitment, please exit this section and return to the Job Listings page to file an application (for current recruitments) or an interest card (for future openings).

You should use this section only if you are a current or prior permanent Solano County employee and want to complete an application for one of the following:

  1. Transfer within the same job class to a different department. Click here for information

  3. Re-instatement to a job class which you have prior status and no longer work for Solano County within the last year from the date of separation. Click here for information


Transfer within the same job class to a different department Transfer within the same job class to a different department

This process may be used if you desire a transfer to a different department within your current job class. You must be a current regular County employee and have completed an initial probationary period to qualify.

If you wish to have your name placed on a transfer list, you should:

  • Click on the button below to access Job Descriptions

  • Select the appropriate job, and click on the link at the top of the job description page to complete the online application.

If you are eligible, Solano County Human Resources (HR) will send you a notice confirming that your name has been placed on the transfer list for one year.

As vacancies occur in this job class, your name will be certified to County departments outside of your current department, (unless you request to exclude specific departments) who request a certified list for your current job title.

You will also receive notification from HR when your name has been certified to a department and a contact name for your selection interview.


Transfer to a comparable job class to a different department Transfer to a comparable job class to a different department

This process may be used if you desire a transfer to a job class that is comparable to your current job class (inter-class transfer). You must be a current regular County employee and have completed an initial probationary period to qualify.

Additionally, the inter-class transfer process requires that:

  • Your desired class must be in the same job family as your current class.

  • You must meet the minimum qualifications for the job class to which you are requesting the transfer.

  • The maximum salary of the class to which you are requesting a transfer may not have a maximum salary of more than five percent (5%) of your current job class.

In order request an inter-class transfer, you should:

If you are eligible, HR will review your qualifications and will send you a notice confirming that your name has been placed on the transfer list for one year.

As vacancies occur in this job class, your name will be certified to County departments outside of your current department, (unless you request to exclude specific departments) who request a certified list for your desired class.

You will also receive notification from HR when your name has been certified to a department and a contact name for your selection interview.


Re-instatement to a job class which you have prior status and no longer work for Solano County Re-instatement to a job class which you have prior status and no longer work for Solano County

This process may be used by former County employees who meet the following requirements:

  • You must have been a regular employee with status who left the County of Solano in good standing.

  • Your request for re-instatement is submitted within one year of the date you separated from the County

  • You may only be re-instated to the class from which you separated or to a lower job class in the same occupational series

In order to request re-instatement you should:

  • Select the appropriate job class, and click on the link at the top of the job description page to complete the online application.

If you are eligible, HR will send you a notice confirming that your name has been placed on the re-instatement list.

As vacancies occur in this job class, your name will be certified to County departments, (unless you request to exclude specific departments) who request a certified list for your current job title.

You will also receive notification from HR when your name has been certified to a department and a contact name for your selection interview.

Your name will remain on the re-instatement list for a period not to exceed one year from the day you separated employment with Solano County.
