Nature Of Work

An employee in this class is responsible for participating in a variety of engineering assignments of more than average difficulty, which may include development, construction, inspection, or maintenance of projects as well as traffic engineering and related activities. Some positions require the employee to function as a civil, traffic or right-of-way project engineer. Others require the exercise of a high degree of technical knowledge and ability in applying principles of plant engineering to operations or maintenance functions, or in coordinating efforts to assist in proper development, implementation, and completion of major programs and projects on a city-wide basis. Under general direction, employees exercise considerable initiative and independent judgment in selecting work methods and formulating recommendations to meet program needs, objectives and goals. Work is reviewed through conferences, oral and written reports, and observation of results obtained.

Examples of Duties

Participates in design and construction of roadways, sidewalks, storm drainage systems, and other municipal structures, such as bridges; prepares and revises preliminary designs, cost estimates and project recommendations for inclusion in planning and design functions; participates in inspection of construction jobs, as required; provides input into submission of final "as built" plans and for maintaining and updating municipal records in the assigned area.

Reads and interprets plans, technical drawings and diagrams to determine proper interface configurations; prepares bid specifications and engineer’s estimate for project contracts; determines bid items and quantities for project contracts; performs calculations and prepares detailed geometric design of roadway projects; prepares design of construction-related maintenance of traffic plans and construction phasing for inclusion in project plans.

Directs or participates in preparation of rules, regulations and ordinances; provides input into development of annual department budget; coordinates plans, special studies, contracts, design, and functional requirements with municipal departments and outside sources, such as contractors, engineering firms and governmental agencies; represents department in area of work at technical meetings and conferences; maintains effective relationships with municipal and outside agencies; performs functions in administration of federal programs through coordination with municipal departments and outside agencies by understanding and interpreting federal guidelines and requirements; acts as a team leader on a project basis in order to facilitate project completion.

Trains professional, sub-professional, technical, and clerical personnel; completes studies, updates files, prepares plans and reports; makes recommendations with respect to future projects and preventative maintenance programs, as required.

Coordinates project work with engineering, inspectors, utilities, and contractors to keep project on schedule; acts as team leader on a project basis in order to facilitate project completion.

Prepares construction plans and specifications to facilitate construction projects; conducts field investigations/surveys/inspections to collect information/evidence when necessary; reviews plans/specifications and reports prepared by Florida Department of Transportation consultants.

Approves or disapproves construction documents and communicates results to appropriate design professional (architect, engineer, etc.) in order to facilitate construction.

Knowledge, Skills & Abilities

Considerable knowledge of: principles and practices of the assigned area of engineering; federal, state, and municipal rules, regulations, ordinances, and other pertinent documents; engineering developments and information related to area of assignments, such structural engineering, or traffic engineering.

Working Knowledge of: FDOT Bridge Program requirements. Florida "Greenbook" and FDOT Design Standards, Roadway Design and ADA criteria/design. Plan reviews, QA/QC, bid tabs, basis of estimates, cost estimating, standards specifications and technical specifications.

Skill in: ArcGIS tools; Auto CAD, Microsoft Excel and database software.

Ability to: coordinate and review the work of others engaged in a variety of engineering assignments; plan, design and prepare complete engineering plans and specifications for major projects; read and interpret engineering plans and specifications; analyze engineering data and draw sound conclusions; prepare and submit detailed, clear and concise reports, both orally and in writing; train others in the assigned area, as well as to establish and maintain effective working relationships with employees, officials and the general public.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in Civil Engineering and three (3) years of engineering experience in structural, transportation and roadways structures including one (1) year of experience as a project engineer or manager related to the area of assignment.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Preferred Licenses/Certificates: Registration as a Professional Engineer in the State of Florida.
