Acts as a liaison for the city interpreting, and explaining applicable codes for and providing technical assistance on accessibility of buildings, facilities, programs and services for governmental or community organizations and businesses to bring building, facilities, programs and services into compliance with ADA accessibility requirements.
Formulates and designs procedures and policies to determine the status of implementing ADA, Transition Plan objectives (including but not limited to regular self-assessments/evaluations); confers with administrative staff to plan and develop methods for addressing deficiencies in policies and procedures, barrier removal, program design, e.g., requests for reasonable modifications and accommodations, design review, and grievances.
Visits facilities and programs to observe effectiveness of ADA compliance efforts, maintenance of access features, and monitoring of nonstructural modifications; prepares written reports regarding accessibility compliance.
Attends and participates in meetings with committees developing and implementing community outreach, public awareness compliance; advising Mayor, City Council and City departments on issues of concern to persons with disabilities.
Directs and coordinates education, outreach and advocacy activities concerned with the Americans with Disabilities Act (ADA), the City of Tampa Human Rights Ordinance, and other laws that protect the rights of persons with disabilities.
Conducts awareness training and technical assistance workshops for achieving and maintaining compliance with ADA, for City of Tampa departments; also assists departments with methods for providing modifications and accommodations to ensure public meetings are accessible; provides employees, residents, visitors, employers and housing providers with materials/information regarding the City of Tampa’s commitment to provide individuals with disabilities access to jobs, housing programs, services and activities.
Acts as a facilitator in complaint resolution under Title II of the ADA. Responds to inquiries and/or complaints from the public concerning disability rights; refers complaints to the investigative unit of the City of Tampa’s Office of Human Rights for investigation, mediation and/or conciliation.
Performs related work as required.
Considerable knowledge of: City of Tampa’s Human Rights Ordinance, Titles I through V of the ADA, Section 504 of the Rehabilitation Act, Title VII of the 1964 Civil Rights Act, Title VIII of the Fair Housing Act, and Chapter 760 of the State of Florida Human Rights Code; interpretations and court decisions relating to the Americans with Disability Act; concerns and needs of persons with physical and mental disabilities; local agencies, organizations and services available for disabled persons; available aids for persons with disabilities.
Working Knowledge of: knowledge of the ADA and other laws addressing the rights of people with disabilities, such as Section 504 of the Rehabilitation Act, 29 U.S.C. § 794, State of Florida and local building codes regarding architectural accessibility; various alternative formats and alternative technologies that enable people with disabilities to communicate, participate, and perform tasks; types of disability and how they affect a person’s requirements for reasonable accommodation
Ability to: work cooperatively with the local government and people with disabilities; identify accessibility problems for persons with disabilities in building structures and services; coordinate work with City officials, employees and contractors; establish and maintain effective working relationships with City officials, employees and the general public; express oneself clearly and concisely both orally and in writing; maintain records and prepare reports; set priorities, meet deadlines and complete multiple tasks simultaneously.
Skill in: interpreting legislative issues pertaining to disability rights; in negotiation and mediation.
Graduation from an accredited college or university with a bachelor’s degree in rehabilitation counseling, disability studies, nursing, the social sciences, or a related field and three (3) year of professional experience as an ADA Coordinator, Disability Rights Coordinator or similar related experience; or an equivalent combination of training and experience.
SPECIAL QUALIFICATIONS: Ability to travel for training, events or community outreach functions.
