Engineer II - Supervisory

Introduction

This is responsible professional supervisory work involving a variety of engineering functions.

Nature Of Work

This position performs a variety of responsible professional supervisory engineering, planning, and permitting tasks needed to provide wastewater service to new developments. An employee in this class is responsible for performing a variety of engineering assignments of more than average difficulty, Under direction, employee exercises reasonable initiative and independent judgment in selecting work methods and formulating recommendations to meet program needs, objectives and goals. Employee may either function as project engineer or be required to apply a high degree of technical knowledge and skill in principles and practices of engineering. Positions require employee to direct and supervise subordinate personnel. Work is reviewed while in progress and upon completion through conferences, oral and written reports, and observation of results obtained.

Examples of Duties

Supervises staff with processing applications for wastewater service for new projects and developments, determines requirements to provide service and performs related engineering analysis, determines and collects related fees, prepares correspondence for project requirements, processes DEP permits, reviews construction plans, performs hydraulic analysis, and performs construction inspections to ensure compliance with Department technical standards. Consults with engineers and developers and represents the Department at meetings related to these projects. 

Coordinates project work with engineering, inspectors, utilities, and contractors to keep project on schedule; formulates project plans or procedures, coordinates activities, assists in systems design, and exercises supervision over such activities; completes studies, makes reports and prepares plans and recommendations with respect to future design projects; conducts on-site inspection of construction jobs; provides input into submission of final "as-built" plans; plans, organizes and directs maintenance operations of facilities and equipment.

Acts as team leader on a project basis in order to facilitate project completion; coordinates plans within department, with other municipal departments and outside sources such as contractors, engineering firms and governmental agencies; provides input and reviews development or revisions of rules, regulations, ordinances, and correspondence; reviews construction activities while in progress and upon completion to assure conformance with plans, good engineering practices, and established work methods and procedures.  

The employee will be responsible for processing requests to extend wastewater service to new areas and assisting in the design of these extensions.  The employee will be responsible for monitoring existing and proposed future developments and for performing related hydraulic analysis to identify capital improvements needed to ensure adequate wastewater capacity is maintained. 

The employee will also be responsible for supervising staff with several accounting tasks needed to initiate, update, and review utility account information to ensure accurate collection of wastewater disposal charges and other fees. 

Explains policies, procedures, codes, rules, regulations, etc. to subordinate employees, consultants and the general public in order to answer questions or inform them of same; exercises supervision over professional, sub-professional, technical, and clerical personnel; performs special engineering research studies and investigations as directed.

Plans, assigns, supervises, and reviews the work of subordinate personnel; recommends employment, promotion, transfer, discipline, demotion, and dismissal of subordinate employees as necessary; serves as initial respondent to employee grievances; completes employee performance evaluations; responds to employee leave requests; provides orientation and training for subordinate employees as necessary.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: the principles and practices of the assigned area of engineering; federal, state and municipal rules, regulations, ordinances, and other pertinent documents; developments and information in the assigned field of engineering; supervisory techniques.

Ability to: plan, design, direct, supervise, and review the work of others engaged in a variety of engineering assignments; read and interpret engineering data and draw sound conclusions; prepare and submit clear, concise reports, both orally and in writing; establish and maintain effective working relationships with other employees, officials and the general public.

Skill in: the use and care of engineering tools.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in engineering, preferably related to the area of assignment, and one (1) year in engineering experience. Six (6) months of supervisory experience will be required.

Licenses or Certifications

Possession of a valid Florida class E driver’s license.
