Plant Maintenance Supervisor

An employee in this class is responsible for performing work of considerable difficulty involving planning, organizing, directing, coordinating, and administering a comprehensive maintenance program for municipal water production and treatment facilities. An important aspect of this work involves responsibility for assuring that the plant and stations are maintained in accordance with their design and for recommending changes as needed. The employee is also responsible for scheduling, through subordinate supervisors, the maintenance, repair, modification, and installation of plant machinery and equipment, the maintenance and custodial care of buildings, facilities and grounds, and administrative tasks such as developing maintenance section goals and objectives, maintenance policies, operating procedures and work standards. Under general direction, the employee is required to exercise considerable initiative and independent judgment in ensuring that maintenance related work necessary to the continuous operation of the facility is performed on a timely basis. Work is reviewed through conferences, observations, reports submitted, and results obtained.

Plans, organizes, directs, coordinates, and administers a comprehensive maintenance program for water production and treatment plants and facilities; schedules installation, maintenance, repair, and modification of equipment, machinery, and processing units.

Supervises equipment maintenance and buildings, grounds, and custodial care of production and/or treatment facilities; conducts plant maintenance improvement studies, and prepares periodic and special maintenance reports recommending solutions to problems; establishes plant maintenance section goals and objectives, policies, operating procedures and work methods; monitors the purchase of non-inventory items; prepares time, material, and cost estimates for maintenance, repair and inspection of plant, equipment, and related facilities; previews preliminary construction plans and specifications.

Directs the establishment of preventive maintenance schedules for plant production and/or treatment machinery and equipment; issues, reviews, and approves work order requests for maintenance; reviews maintenance activities for conformance to good engineering practices and established work methods and procedures; reads and interprets blueprints, technical drawings, and diagrams to determine proper interface configuration; recommends changes and improvements in equipment, systems and/or procedures to improve quality, reduce cost, and/or facilitate delivery; prepares specifications for needed equipment and service contracts.

Coordinates section activities with operations personnel to maintain awareness of maintenance needs, avoid duplication of efforts and ensure prompt attention to priority requests; provides advice and technical guidance as necessary to help others; troubleshoots complex problems as well as those having a potentially major impact; trains and advises subordinate supervisors in the performance of maintenance activities.

Assigns, schedules, supervises, and reviews the work of subordinate professionals; recommends such personnel actions as employment, promotions, transfer, demotions and suspensions, and dismissals; respond to request for leave; completes performance evaluation and administers discipline.

Performs related work as required.

Extensive knowledge of: modern theories, principles, and practices of electrical and mechanical engineering as applied to water production and treatment plants and facilities; maintenance of water production and treatment plants and facilities; principles of electricity, electronics, and pneumatic and hydraulic power driven and operated equipment and machinery.

Considerable knowledge of: management principles, practices and techniques, and methods of organization; federal, state, and municipal rules, regulations, and ordinances pertaining to water production and treatment; practices, methods, materials, and tools of the building trade; occupational hazards, appropriate safety precautions, and methods of promoting safety among employees; modern developments, current literature and sources of information relating to water production and treatment.

Ability to: train employees in water production and treatment and machinery and equipment maintenance; analyze plans, specifications, and other technical materials and draw sound conclusions; ability to motivate employees in observance of safety standards; organize data in report form and present sound recommendations effectively, both orally and in writing; establish and maintain effective working relationships with employees, officials, and the general public.

Graduation from an accredited college or university with a bachelor’s degree in mechanical, electrical, or electronic engineering, and five (5) years of progressively responsible experience in industrial machinery and electrical/electronic control systems preferable relating to the water treatment industry, including three (3) years in supervisory experience; or, an associate’s degree in a relevant field with seven (7) years of progressively responsible experience in industrial machinery and electrical/electronic control systems preferable relating to the water treatment industry, including three (3) years in supervisory experience; or, an equivalent combination of training and experience.

Possession of a valid drivers license may be required.

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
