The Administrative Office of the Courts (AOC) is looking for a self-motivated person to join the organization as a Systems Analyst.  The Systems Analyst should possess the skills necessary to interpret system requirements and convey them to software developers through analysis documents and data models, as well as act as a liaison between the MIS Department and the end-users of the Oklahoma courts.
A successful candidate will be able to develop functional and design specifications with users and MIS staff; produce deliverables for tasks within the project(s) assigned, including use cases, business and process flows, and data models; recommend methodology and tools to support the full systems life cycle; gather and compile court information with regard to applying technology processes or systems; and recommend solutions for requested projects.
Responsibilities will include (but not limited to) the following:
• Understand system requirements from the court perspective and translate them into analysis documents, use cases and business/process flows, and data models for technical staff
• Develop system solutions requiring analysis and research of user needs resulting in documented functional specifications
• Facilitate requirements and design reviews and obtain approvals
• Work on small to large complex projects that require increased skill in multiple technical environments and possess knowledge in a specific focus area resulting in functional system designs
• Assist in developing and maintaining detailed knowledge of the court's current technology and infrastructure from a functional perspective
• Work on one or more projects as a project team member or possible project team lead
• Assist the courts in use and implementation of information systems
Job Requirements:
• Skill in structured analysis, data modeling, and information engineering
• Knowledge and familiarization with tools associated with Computer Aided Software Engineering (CASE), Unified Modeling Language (UML), Report Generation, and Software Engineering
• Knowledge of Software Development Life Cycle (SDLC), including conversion planning and performance
• Ability to partner with users to develop requirements
• Skill in assessing and coordinating system tests to ensure proper implementation and performance meets requirements
• Ability to negotiate conflicts with successful resolution
• Excellent skills in business writing, technical writing, and organizing work for self and others
Education / Experience:
• Bachelor’s degree in Computer Science, Information Systems, or related field; or equivalent work experience
• Five years total Information Technology (IT) experience in applications software systems
• Two years programming, at least one year .NET development
• Object oriented programming experience is required
• Strong working knowledge of advanced XML
• SharePoint, DotNetNuke, and/or BizTalk experience is a bonus
• Working knowledge of information exchanges utilizing National Information Exchange Model (NIEM) is a bonus
• One year developing external system designs using UML and CASE
• One year developing system functional specifications including business requirements process modeling and data modeling working with end-users and IT technical staff
• Experience working on small to large projects as a team member 
• Experience with Microsoft Office Suite, including SharePoint and Visio
• Experience with diagnostic/troubleshooting tools and techniques
