 The Administrative Office of the Courts (AOC) is seeking a self-motivated person to join the organization as a Data / Applications Manager.  The Data / Applications Manager should possess the skills necessary to plan, coordinate, and supervise all activities related to the design, development, implementation, and improvement of Court software applications and data systems.  The Data / Applications Manager will also maintain, support, and upgrade existing data stores and applications, including the implementation and maintenance of change management and configuration management processes.  The Data / Applications Manager will oversee the software development and data teams, while working with multi-functional groups of testers, implementation teams, and court users to ensure continuous quality, on-time delivery, and customer satisfaction.

Responsibilities will include (but not limited to) the following:
•Lead the design and construction of highly available and secure software systems, databases, data warehouses, data marts, and business intelligence platforms
•Direct the hands-on, in depth analysis, review and design of software and databases, including technical review and analysis of source code and database structure
•Manage the operational lifecycle of enterprise case management applications
•Act as a data steward to ensure quality and accuracy of data, coordinate data investigations and disseminate data resolutions
•Communicate software and data issues and impacts to senior management
•Work to establish strategic directions and plans for storing, manipulating, exchanging, and presenting court data
•Support departmental operations in a high-throughput production environment by proactively managing the performance, integrity, and security of court applications, databases, and database servers
•Oversee and provide excellent mentorship to Data Management and Software Development teams, providing career development, performance management, and department communication
•Coordinate with functional and project managers to appropriately manage resource needs across projects and implementations
•Work across the IT organization to improve and enforce database, development, testing, and release documentation standards
•Lead the creation and maintenance of a change management process and configuration management database (CMDB) for tracking all changes, ensure its use, and recommend process improvements
•Set the direction for release and configuration management standards and ensure quality
•Provide leadership for release and configuration teams, ensuring no adverse impact to production services while maintaining the technical integrity of applications
•Ensure implementations are traceable, secure, and that only correct, authorized and tested versions are installed in the production environment
•Create and manage a standard release calendar including production of detailed implementation plans and release scope, and coordinate system changes driven by separate initiatives (internal and external)
•Coordinate with QA, Development, and Training to ensure proper testing, acceptance, release, and training documentation and schedules
•Collaborate with technical teams to ensure the appropriate environments for production applications are available and properly maintained
•Seek, suggest, and implement initiatives for process improvement, additional benefit, reduced costs, etc.
•Ensure deliverables are completed within target timeframes and are consistently high-quality, and provide weekly reporting on status
•Implement solutions consistent with the overall IT plans and objectives
•Maintain relationships with vendors and professional organizations
•Perform other related duties as assigned

Job Requirements:
•Knowledge of SDLC methodologies and practices
•Knowledge of database design and management principles
•Strong personnel management skills
•Good understanding of ITIL processes
•Excellent interpersonal and organizational skills
•Demonstrated analytical, problem solving and critical thinking skills
•Demonstrated ability to promote cooperation among subordinates, peers, superiors and other teams toward achieving goals
•Demonstrated ability to review others’ work to ensure quality and consistency
•Bachelor's Degree in Computer Science, Management Information Systems, or related field, or equivalent experience (10+ years) 
•8 years of demonstrated excellence in application development and/or database design and management
•5 years of experience directly supervising development and/or database workgroups
•Previous experience in a Release and/or Software Configuration Management capacity preferred
•ITIL certification(s) preferred
•Experience in court systems preferred
