This position is located in the Air Quality Division, Rules and Planning Section. Travel is required.
SPECIAL REQUIREMENT: Applicant must be able to operate a personal computer several hours a day; carry equipment or supplies up to 10 pounds; and sit behind the wheel of a vehicle for several hours a day.
MAJOR JOB DUTIES: Working cooperatively with other section members, perform duties to maintain air quality program rules and implementation plans that are consistent with federal and state requirements and support the program goals for the Department of Environmental Quality. Become knowledgeable of laws, rules, and guidance relevant to the DEQ’s air quality program including state and federal laws, rules, and guidance for air pollution control, rulemaking, and implementation plans. Successfully complete classroom, self-instruction, and on-the job training related to air pollution control. Research and draft proposed revisions to air quality and lead-based paint management rules. Participate in development of air quality plan revisions. Make formal presentations at public meetings and hearings regarding rule and plan revisions and respond to questions and comments concerning these revisions. Use word processing programs, databases, spreadsheets, and other applicable computer software to prepare documents and analyze data. Respond to inquiries from internal and external customers concerning air quality rules or plans accurately and in a timely manner. Perform searches of information sources to investigate air pollution issues. Provide written and verbal summaries of findings in a timely manner.

Positions in this family are responsible for planning, supervising and performing technical and professional work in an environmental quality, environmental management or environmental health protection program. This includes performing inspections, surveys, and investigations, reviewing and approving federal grants, providing consultative services, and ensuring compliance with environmental laws. Specialty areas may include biology, health, geology, hydrology, and environmental science.
The Environmental Programs Specialist job family has four levels which are distinguished by the complexity of assignments, the level of expertise required to perform the duties assigned, and the responsibility for providing leadership to others.
This is the basic level of this job family where employees are assigned duties and responsibilities in a training status to build their skills in conducting investigations, performing basic professional analysis, and interpreting state and federal laws. In this role they will perform tasks involved in the evaluation of inspection and survey data, preparing technical records and reports, and assisting in making recommendations concerning remedial actions to correct environmental or water problems.
Education and Experience requirements at this level consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological or chemical engineering.
